On coastal Los Angeles, a gang of bank robbers call themselves The Ex-Presidents, committing their crimes while wearing masks of Reagan, Carter, Nixon and Johnson. The FBI, believing the members to be surfers, send agent Johnny Utah (Reeves) undercover.
